 Mukhbir The film revolves around the life of an Indian spy. The basic story about the film came to director Mani Shankar's mind, way back in 1996 when he was shooting an anti-militancy video for the Intelligence Bureau. To research on the subject of espionage, in fact Shankar worked closely with the Indian espionage services and took several cues from them.

He trains the character played by Preity also to become a spy and they fall in love. Then he undertakes a mission to uncover a terrorist group.
